مصفوفة مقترحة لمعايير التنمية المستدامة في المنشآت الرياضية (رؤية تحليلية)

الملخص

تُعد التنمية المستدامة أحد المرتكزات الأساسية لتطوير المنشآت الرياضية بما يضمن كفاءتها واستمراريتها في خدمة المجتمع. ومن هنا تأتي أهمية بناء مصفوفة مقترحة لمعايير التنمية المستدامة، كونها أداة تساعد في توجيه وتقييم أداء هذه المنشآت لذا هدف البحث إلى بناء مصفوفة مقترحة لمعايير التنمية المستدامة في المنشآت الرياضية، من خلال تقديم رؤية تحليلية تستند إلى المنهج الوصفي التحليلي، واعتماد أسلوب دلفاي لجمع وتحكيم آراء مجموعة من الخبراء المختصين. وتمثلت مشكلة البحث في غياب إطار معياري شامل يُمكّن صناع القرار من تبنّي ممارسات مستدامة في تصميم وتشغيل المنشآت والمرافق الرياضية داخل المملكة العربية السعودية، اعتمد البحث في بنائه للمصفوفة على تحليل أربعة أبعاد رئيسة للاستدامة: البيئي، الاجتماعي، الاقتصادي، والتقني، وخمس معايير للاستدامة: التصميم والموقع المستدام، الحفاظ على المياه، الحفاظ على الطاقة، الكفاءة الداخلية، إدارة المواد، ثم تم تحكيمها من قِبل 8 خبراء باستخدام أسلوب دلفاي على أربع جولات تحكيمية، حيث تم في المرحلة الأولى إعداد مصفوفة أولية مكونة من 100 معيار موزعة على تلك الأبعاد والمجالات، ونتج عنها في المرحلة الأخيرة مصفوفة نهائية تضم 99معيارًا، توصل البحث إلى ضرورة اعتماد هذه المعايير كإطار استرشادي في تقييم وتخطيط المنشآت الرياضية، وأوصت بدمجها وتضمينها في السياسات التنظيمية الصادرة عن الجهات المعنية بالرياضة، وتعميم استخدامها في عمليات المراجعة والتطوير والتنفيذ والتشغيل للمرافق والمنشآت الرياضية في المملكة العربية السعودية، وفق الخصوصية وطبيعة ومتغيرات كل منشأة وبما يحقق الكفاءة والفعالية ويُسهم في تحقيق مستهدفات الاستدامة لرؤية المملكة 2030.
